The government have published More support, higher expectations: the role of conditionality in improving employment outcomes to accompany its recent Welfare Reform Green Paper. This follows on from indications in the green paper that the government would consult over whether to extend conditionality, i.e. requiring those on Employment Support Allowance (ESA) to undertake training, look for work, apply for jobs and accept job offers. This paper forms the background to the launch of a wide ranging review of conditionality which will look at how more people can be helped off benefits and into work.
